Decree creating a childhood fund, 9 May 1988.

This Decree creates a childhood fund within the budget of the German-speaking Community of Belgium. The Fund is to cover the expenses necessary for the accomplishment of the following: 1) exercising and promoting activities responding to the needs of families, mothers, and children, notably those who are particularly threatened; 2) approving, subsidizing, or creating, as the case may be, undertakings, institutions, and services; exercising over them administrative and technical control; and furnishing them with aid and counseling; 3) sustaining and organizing initiatives in the area of prevention and education, seeing these through to a successful conclusion, and collecting documentation on all the concerned subjects; 4) requesting advice on all questions relating to the protection of mother and child; 5) organizing the supervision of children less than seven years old housed outside of their family setting and taking care of them; and 6) ensuring the training and informing of concerned persons, notably parents. The Decree also provides that no one may house children under the age of seven for payment without prior authorization. Such children may be housed free-of-charge by notifying certain official bodies and agreeing to certain medical and social controls. Relatives to the fourth degree and legal representatives of such children may house them free-of-charge without complying with these requirements.

Royal Order modifying the Royal Order of 8 October 1981 on access to the territory, residency, establishment, and removal of foreigners, 28 January 1988.

This Order sets forth procedural and administrative rules with respect to the right of entry and residence of foreigners who present themselves at the border without the required documents claiming to be refugees. It also contains rules on ordering persons to leave Belgium, urgent requests for re-examination of decisions adverse to foreigners, and legal recourse after an adverse decision. Its major substantive provisions are as follows: 1) persons presenting themselves at the Belgian border without the required documents and claiming to be refugees are authorized to enter and reside in Belgium until a decision has been made on their request for refugee status if they are not refused entry; 2) such persons who are not admitted into Belgium are to be turned back to the country from which they came by border authorities; and 3) urgent requests to re-examine decisions and court appeals operate to suspend the turning back of foreigners and orders to leave Belgium made against those already admitted. The Order is issued in light of the changes made in immigration law by the Act of 14 July 1987 (see Annual Review of Population Law Vol. 14, 1987, Section 810).

Royal Order No. 534 modifying the family allowances scheme for salaried workers, 31 March 1987.

This Order is designed to improve the Belgium family allowances scheme for salaried workers. It simplifies administrative procedures and enlarges the categories of persons eligible for allowances by 1) raising to 16 the age up to which a child is unconditionally entitled to an allowance; 2) entitling a widower to the same allowance that a widow has been entitled to; 3) inserting into the consolidated laws the right of the unemployed to family allowances; 4) extending allowances to all children in the household of the worker; and 5) extending allowances to children whose tie to the worker or worker's spouse is established through judicial proceedings, as well as to the grandchildren, great grandchildren, nieces, and nephews of the person of the opposite sex with whom the worker forms a household.

Royal Order, 14 July 1987.

This Order is designed to promote equality of opportunity for men and women in the private sector. It provides that equal opportunity plans can be established by employers with the cooperation of worker representatives. These plans should include a description of the plan's objective with respect to equal opportunity; a description of affirmative actions to be taken; and the date of the implementation of the plan and the dates on which intermediary steps in the plan should be attained. The plans should also contain procedures for periodical evaluation.
