One child per couple policy.

In 1988 the Chinese policy of allowing couples to have a second child when the first is a girl was extended to rural areas throughout the country, except for the provinces of Sichuan and Jiangsu and the municipalities of Beijing, Shanghai, and Tianjin.

Amendment to the Constitution.

This Amendment rewrites Clause 4 of Article 10 of the Chinese Constitution to permit the right of land use to be transferred by lease in accordance with the law. In December 1988, the Government also enacted legislation amending the Land Management Law so as to allow for the transfer of Land. Regulations on the application of the Forestry Law, 10 May 1986.

Among other things, these Regulations provide that the protection of the forests in China is the responsibility of local governments, which are to issue cutting permits to groups and individuals. An Order of 10 September 1987 on the felling of trees and reforestation sets forth conditions for felling trees and methods of reforestation. Identification Cards Regulation, 1985.

This Regulation institutes an identity card system in China for persons over the age of sixteen. Under the Regulation, 301 million people had been given identity cards by December 1988 and another 199 million were expected to get them by October 1989. Each card carries a fifteen digit identification number indicating date of birth and the residence of the holder when the card was issued.
