[Accreditation of practitioners of dentistry from 1998-2002. Tabulated data and analysis from the Society of Flemish Dentistry and from the Society of Dental Medicine].

This article gives a brief historical overview of how the accreditation scheme for dentists came into being within the Belgian National Health Insurance System. Data from the central registration body are then being discussed: the number of organizers, the distribution of courses and training programs over the subfields, the number of peer reviews etc. Flemish speaking dentists are noticeably more inclined to become accredited than are their French speaking counterparts.

[Philosophy, a mirror for science?].

The author regrets the lack of philosophical knowledge (in circles of dentistry) to judge the scientific base of research. The western epistemology is explained by referring to the models of reasoning used in both medicine and dentistry. Referring to the 17th century philosophers, the methodical doubt, the genesis of more general points of view, the problem of measurement, the set up of experiments and the formulation of laws are discussed. Referring to the 18th and 19th century philosophers, the question of perception, correlation, interaction with the experiment and hypothesis relating to their probability are discussed. The 20th century philosophers are the occasion to discuss the influence of experimental models on data, the problem of the operation of this information, of the scientific terminology and of variability of theories, data and methods. The author claims a formation in scientifical philosophy for postgraduate students and is also emphasizing that students in the basic education level should be able to deal with scientific literature in a critical way.

[Review and considerations apropos of the book "Science and Power" by professor Isabelle Stengers].

Isabelle Stengers, philosopher and chemist is professor at the "Université Libre" in Brussels. This philosophical scientific essay is warning us against the abuse of the scientific argument for authority. Formulations such as "from a scientific point of view" or "objective criteria demonstrate" or "it appears from research" are often misused as justification for (political) decision-making and to shortcut a discussion.

[Third-party payment system. Analysis of surveys performed in the province of Limbourg and in the department of Louvain].

Two inquiries were set up to analyse the attitude to and the use of the direct payment system. This system implies a direct payment of the dentist by the social assurance organisations. Because of the potential fraud, this system is very controversial. Both users and non-users suggested better controls simplified administration and a legal obligation to demand the franchise part of the fees.

[The human dimension of health care through the application of the principles of complete quality of care].

Quality of care is the property of a service when it is an adequate response to a good defined need at an effort all parties are satisfied with. Some aspects of this complex definition are discussed in detail. To measure quality some absolute and relative criteria are needed. A systematic and integrated quality control assures a dynamic process of quality corrections. Integral quality management as developed in the industry can be implemented in medicine with only some minor corrections in the ethical field. Methods for quality incentives as audits, certifications and quality circles are briefly discussed.
