In December 2005, the Central and Eastern European Harm Reduction Network (CEEHRN) released a report calling for the decriminalization of sex work in the 27 countries of Central and Eastern Europe and Central Asia (CEE/CA). The report brings together a wealth of published and original information concerning sex work, laws regulating sex work, epidemiological data regarding HIV and other sexually transmitted infections (STIs), services available to sex workers, and human rights abuses faced by sex workers.

On 26 January 2005, the Canadian HIV/AIDS Legal Network launched A Plan of Action for Canada to reduce HIV/AIDS-related stigma and discrimination. The kick-off included a national press conference on Parliament Hill, and local press conferences by six community-based organizations across Canada.
In a report released in October 2004, the Alberta Select Special Health Information Act Review Committee has recommended increasing the situations under which custodians of health information can release such information. If these recommendations become law, people living with HIV/AIDS would have less control over the disclosure of their health information, including their HIV status.

Controversy has surrounded the sex education component of the New Brunswick Department of Education's new health curriculum for grades six, seven, and eight.
On 24 November 2004, the House of Commons Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness established a Subcommittee on Solicitation Laws to review the Criminal Code provisions relating to prostitution. A previous subcommittee with a similar mandate was disbanded when Parliament was prorogued in 2003.

In January of 2005, Correctional Service Canada (CSC) began implementing a safer tattooing pilot program in six federal prisons, one women's and five men's institutions. The pilot phase of the program is expected to last until 31 March 2006.
The conclusions from an expert working group on persons who fail to disclose their HIV status were published in the 1 March 2005 edition of the Public Health Agency of Canada's Communicable Disease Report. The recommendations recognize that legal and ethical considerations must inform and guide both policy and practice as they relate to non-disclosure of HIV/AIDS. The expert working group favoured a graduated response model based on a public health approached to the issue rather than a criminal law approach.
