[Guangdong calls for stronger birth control effort].

The Guangzhou Municipal CCP and Revolutionary Committees recently decided that the rural areas of Guangzhou must spend a concentrated period in the second 1/2 of this year in all-round implementation of the policies and measures on planned parenthood, to ensure that this year's target of keeping natural population growth rate below 10.5/1000 is met. Guangzhou Municipality has failed for 4 successive years to meet the population control target assigned by the provincial authorities. The natural population growth rate in 1979 was the highest of 10 major cities. In 1980 the city lagged behind 20 provinces and municipalities in the whole country in this respect. There was a serious rise in the birth rate in the city's suburban counties from January-July this year. As a result, the number of births in the area was 1700 more than in the same period last year. At the same time, there were 39% more marriages in the first 1/2 of the year in the municipality than in the same period last year. Thus, there is bound to be an increase in the number of legal births in the second 1/2 of the year. At present, an extremely conspicuous problem is the many rural pregnancies which are not covered by the plans and involved some 15,000 persons. The municipal CCP and revolutionary committees have therefore issued a circular demanding that all counties and districts spend some time in September and November to concentrate the leaders, cadres, and technical forces, create public opinion in a big way, conduct extensive propaganda, and mobilization, and do a good job in ideological work, to mobilize those who pregnancies are not covered by the plan to take remedial measures, and achieve a big rise in the rate of permanent contraception. The circular reiterated the policy principles in setting population targets, that is, advocating having only 1 child, strictly controlling the birth of a 2nd child according to the conditions, and forbidding the birth of a 3rd. The urban units must vigorously consolidate and increase the percent of people having only 1 child, and mobilize those expecting a 2nd child in circumstances that do not accord with the policies to take remedial measures.

[Guangzhou census].

According to the instruction of the CCP Central Committee and the State Council, the census group and the Guangzhou public security bureau started to check residence registrations beginning in mid-June. The work will continue until the end of the year. The census is conducted according to the regulations on residence registration of the CCP and other relevant stipulations. It aims at eliminating separated families, checking if residence registration corresponds to the actual residence and making sure that people have correctly registered their residence. It has been stipulated that the management system over residence registration must be strengthened so as to pave the way for the nationwide census to be conducted in 1982. The census group will check residences 1 by 1 and house by house. Every unit and resident should observe the regulations on residence registration. Irregularities should be reported to local residence registration organs.

[Guangdong official on planned parenthood rumors].

Certain rumors have been rife in some parts of Guangdong with regard to the planned parenthood policies. As a result a few of the masses have harbored doubts about the policy of the Central Committee and State Council on advocating that each couple has only 1 child. This has affected the launching of planned parenthood work. A station reporter has therefore visited a responsible person of the provincial People's Government's planned parenthood office. The responsible person pointed out: At present there is all kinds of talk in some places. Some people say that it was wrong to advocate that a couple have only 1 child. Some say that theentral Committee and State Council have advocated having 2 children. Some have even said that the Central Committee has issued a document stipulating that those who have taken out single-child certificates can have a 2nd child as long as they surrender all their premiums, and so on and so forth. There is no basis at all for these notions. There is no change in the party and state policy that a couple should have only 1 child. The current population policy of the party and state is: universal advocation of having only 1 child, strict control over the birth of a 2nd, and resolute prohibition of the birth of a 3rd. If certain of the masses encounter actual difficulties that need to be taken care of in accordance with the policies on controlling the birth of a 2nd child, they can be allowed to have a 2nd child. For instance, if the 1st child is deformed and cannot grow into a normal laborer, the couple will be allowed to have a 2nd child. However, only a very few people encounter these actual difficulties. The responsible person said: For a couple to have only 1 child is the best method of solving China's present special population problem.
