The quality of trusts' communications and administration systems is a key influence in GPs' referral patterns. The local hospital will always have an advantage in attracting referrals from local GPs. GPs view the calibre of clinical staff as important, but not overwhelmingly so. Once referral links are made, they are almost impossible to change.
