When is cloning lawful?

The infertility (Medical Procedures) Act (Victoria) is the first legislation in the common-law world designed to regulate the practice of in vitro fertilization. This act explicitly prohibits "cloning," without providing a definition of this term. The legislative history of the act suggests that it refers only to the production of multiple, identical copies of human individuals. But other scientific procedures, for which cloning is also a correct scientific term, may unintentionally be banned. The act should be amended in order to remove doubts about the position of molecular biologists, cytologists, and cytogeneticists, whose work may involve the production of "clones" of human cells and/or human genes in vitro.

Advisory Committees↗

The attitudes of the Australian community to treatment of infertility by in vitro fertilization and associated procedures.

Sequential surveys of public opinion within the Australian community have consistently demonstrated very significant support for in vitro fertilization (IVF) to enable infertile couples to have children. Embryo freezing and the use of donor gametes have lower approval rates, but those who approve significantly outnumber those who disapprove. There was no community concensus about the use of surrogacy as an extension of IVF treatment.

Australian community attitudes to in-vitro fertilization.

The results of two public opinion surveys, conducted in July, 1982, and in April, 1983, are compared. The comparison shows that knowledge about in-vitro fertilization and related issues is becoming more widespread in the community. The rate of approval to this procedure is also increasing, particularly in the subgroup of young, childless married couples, while the rate of disapproval remains unchanged. A community education programme to disseminate accurate and objective information about these issues is urgently needed.
