[Conflicting situations in the reception of oral health teams from the Family Health Program in Alagoinhas, Bahia, Brazil].

The study discusses the conflicting situations that arise while receiving oral health teams in Alagoinhas, Bahia, Brazil. The main orientation for the Family Health Program is based on analyzing health care work flowcharts. The current qualitative research used semi-structured interviews and practical observation as the data collection techniques. There were 17 study subjects: group I (dentists and dental assistants - 6); group II (other health workers - 6); and group III (users - 5). Users' first contact with the family health team is in the reception, often in a tense and conflicting atmosphere, but with the potential for alternatives for change, as a privileged space for the use of low-key technologies. The therapeutic process varies: e.g. clinical consultation, emergency care, scheduled follow-up, and referral to other health services in the system. However, oral health teams conduct the reception process in different ways, depending on the practitioners' commitment and unique characteristics.

[Social control and information democratization: a process under construction].

This work aims at a critical reflection on social control as a legal-institutional achievement and its legitimacy conditions, pointing out strategies for information democratization in the local health system. The text was developed according to three thematic units: the first discusses social participation as a legal-institutional achievement; the second analyzes the essential conditions for legitimacy and the third presents information as a fundamental element for management and social control as an unfinished process that is still under construction.

[Epidemiologic surveillance in the local health system].

This is a qualitative study, which aims at analyzing the organization of Epidemiological Vigilance (EV) in the local health system of Feira de Santana-BA, from 1997 to 2001 > in this study the following aspects were considered: organizational structure, resources available (human and material ones), planning, execution, intra and interinstitutional and intersectional articulations, considering the insertion of the city in the "Basic assistance Program". The collection of data was carried out in 3 stages: documental analysis, semi-structured interviews and direct observation with the VE. team. Results revealed that there are frequent changes in the management positions of VE. The structure, centralized in the SMS, prioritizes programmatic actions which are not articulated to the network of services offered. Advances can be noticed in the infrastructure, despite the lack of equipment and the deficiency in the qualification the human resources. The transformation of the model of health assistance is possible if health professionals, managers and users have political interest in changing it the practices in health services.
