A dynamic description of teenagers' health status in the Russian Federation is presented in the article over a period of 40 years. A pronounced increasing proliferation of impaired functions and a prevalence of chronic pathologies in children were outstripping the growth rates; a worsening health condition in children revealed through a sharply reduced quantity of healthy children and a bigger share of chronically sick children; a changed structure of prevalence of functional disorders and of chronic pathologies among children reflecting, to a certain extent, the negative impact produced by the social as well as by ecological-and-hygienic conditions of contemporary life of schoolchildren; as well as a pronounced influence exerted by such significant factors, as social well-being, an intensified educational process and a premature labor occupation of children, on the evolution of children's health can be attributed to specific features of the build-up of children's health during different time periods under the conditions of today. The negative dynamics of the health status in children of the country necessitated a decision on reforming the provision of teenagers with medical care and on creating a system of continuous medical check-ups for them. Various forms of medical care as applicable to teenagers are analyzed.
The continuous education concept presupposes that a person is educated during his or her entire conscious lifetime. The pedagogical education model is made use of at the higher-school stage; while at the postgraduate stage, the andragogic model must be involved. The andragogics is a branch of science, according to which the leading role belongs to the person who is educated. He or she contributes extensively to the planning, organization, implementation, assessment and amendment of the educational process. Such process is translated into reality at the chair for hygiene of children and teenagers in accordance with the State Standard of postgraduate professional training of experts with higher medical education in the sphere of "hygiene of children and teenagers". The defined educational levels as well as psycho-physiological and specific features of the educating staff are a basis for a individual approach to them. Not only hygienists but also pediatricians and attending doctors from the chair for family life are trained at the above-mentioned chair. The diversity of training appicable to medical personnel of different categories necessitates serious educational-and-methodolgical measures.
The article presents main causes of stress within school education. Ability to work and health state of schoolchildren appeared to be disordered by study overload, authoritarian teaching style, traditional exams and underdeveloped significant mental skills at the study beginning.

Assessing the physical development of children residing in the developed chemical industrial town has revealed that more than a fourth of the children examined are abreast of their biological age and that there is a trend for reducing the number of those who have the level of biological development which corresponds to their age. In the total morbidity pattern among children, respiratory diseases rank first, whose proportion increases in the higher air-polluted areas. A comprehensive assessment shows that the overwhelming majority (88-93%) belong to Health Groups II-IY, which is indicative of the unfavourable environmental factors of the town. The predictive calculation makes it possible to determine possible changes in the morbidity rates due to the identified diseases. The morbidity rate shows 4-6 increases per each unit of changes in the complex indicator of environmental pollution.
Method of assessment of ecological and hygienic risk is based on complex assessment of environmental pollution, study of its influence on the state of health taking in view of the prenosologic changes in the body, and determination of causal connections in the system "population-environment".
The assessment of workers morbidity in production of synthetic detergents and organic synthesis is presented. The levels of morbidity depend of labour conditions, production technology, age of workers. Respiratory infectious diseases occurred at all enterprises. Diseases with involvement of mucous membranes were the most prevalent (rhinitis, rhinopharyngitis, colpitis, and allergic rhinitis).

A morbidity level of workers in chemical industry depends on labour conditions, anthropometric dates and harmful habits. As informative signs of health state are 2-6 indices of humoral and cellular immunity. The age, social state and life duration in this town are less informative for health state.

Comparison of the official and research data on congenital developmental defects frequency (CDDF) in children of Novomoskovsk showed their disagreement. The average CDDF in these children is not more than the Middle European level. Physical development of children is insufficient for their biological age in 25% of cases. Many children suffer from respiratory diseases because of ambient air pollution. The majority of children (88-93%) are referred to 2-4 th health groups according to WHO classification.
The paper discusses a system of physiological and medical measures aimed at health care for adolescents who are trained and who are working as operators. It is proposed to assess the intensity of operators' work not only from mobilization of higher psychological functions, but from the tension of regulatory mechanisms. Eysenk's questionnaire test for emotional stability are recommended for comprehensive analysis of medical and psychophysiological criteria for fitness for this profession.
The article covers the data on work conditions in some occupations of nonindustrial sphere. Their influence on the functional and health status is shown. The study proved similarity of levels and structure of morbidity among industrial and nonindustrial workers. The prophylactic measures are suggested for nonindustrial institutions. Physiologic and hygienic evaluation of the suggestions proved their high efficiency.
New requirements to sanitary and epidemiological conditions of the population life which are to be introduced according to the law of the Russian Federation demand comprehensive knowledge of general hygiene, epidemiology, nutrition, labor hygiene, human ecology, etc., by general practitioners. The network of existing prophylactic, educational and scientific centers should not be destroyed, but improved to train skilled specialists.
