Direct-to-consumer advertising.

These issues will be debated and should be, even as DTC advertising of prescription drugs becomes further entrenched. I hope that physicians will see DTC advertising not as a nuisance, but rather as an opportunity to enhance health care by enabling more people to understand diseases and treatments, treat more broadly diseases that now are underdiagnosed or undertreated, and become better communicators and deliver more caring medical attention to their patients.

Direct-to-consumer promotion: an industry perspective.

Direct-to-consumer (DTC) advertising of prescription medicines is an important trend in health care delivery. Many questions must be answered as we move forward, and more research is needed. However, DTC advertising has enormous potential benefit for consumers.

The federal regulation of prescription drug advertising and promotion.

Prescription drug advertising has been regulated by the Food and Drug Administration since 1962. In the past decade, pharmaceutical companies have employed new communication mechanisms to reach physicians and, with increasing frequency, consumers. Examples of physician-oriented promotional activities are medical symposia and teleconferences. Consumer-oriented efforts include press conferences, use of celebrity spokespeople, and direct-to-consumer advertising. The Food and Drug Administration has asserted its legal jurisdiction over these nontraditional promotional activities and is regulating them on a case-by-case basis. As nontraditional promotional efforts become more prevalent, the Food and Drug Administration's regulatory framework must be able to meet the challenges of a changing environment.

New drugs and FDA publicity.

The Food and Drug Administration (FDA) has been criticized for publicly announcing the approval of significant new drugs. This policy was formulated for two reasons: to encourage better public understanding of the benefits and limitations of new drugs and to account to the public for new drug approvals. The FDA makes such announcements only for major new drugs. This policy, which started in 1978, seems to have worked well in accomplishing the FDA's objectives.

New prescription for drug regulation.

Significant scientific, economic, and social changes have occurred in the 40 years since the foundation was laid for the Nation's drug regulatory system. Congressional and Administration leaders believe it is time for a new system that meets modern conditions. A bill now before Congress would speed the development and approval of new drugs, make it easier for FDA to remove dangerous ones, and provide consumers with more information about prescription drugs.
