Forcing the task.

Abstract

Although not generally included in public health curricula, public health policy formulation is essential to local agency public health operations. When public health measures are mandated by referendum of the electorate, such as the HIV exposure notification laws passed in California in 1988, health agencies must act prudently and quickly to formulate effective policies. We found it prudent to convene a task force that brought together the critical, albeit diverse, legal/judicial/health players. This action not only served to bring about consensus, but provided us with an opportunity to educate participants about the policy, and the implementation of appropriate communicable disease measures. Through consensus and education, we were able to implement the disclosure laws in a timely manner, create an atmosphere of trust, and enable a skilled and confident workforce.

Coding-complete genome sequence of grapevine leafroll-associated virus 13 from grapevine in California.

In this study, we report the coding-complete genome sequence of Grapevine leafroll-associated virus 13 (GLRaV-13), isolate CA8881, detected in Vitis vinifera in California, USA. The genome sequence exhibited over 95% nucleotide identity with previously reported GLRaV-13 isolates and contributed to better understanding of the genetic diversity of ampeloviruses infecting grapevine.

Food fortification with folic acid and twinning among California infants.

This study sought to determine whether a change in twinning prevalence was associated with mandatory folic acid fortification. As of January 1998, it became mandatory in the United States that grain products be fortified with folic acid. The effectiveness of this fortification for neural tube defects has been explored, but other possible implications of fortification has not. We computed the prevalence of twinning among more than 2.5 million California births occurring from 1990 to 1999. The prevalence of twin births in California increased over the last decade with increases observed among most maternal race/ethnic, age, and parity groupings. Unadjusted prevalence measures did not reveal substantial increases in twinning prevalence among these groupings after the fortification period relative to the period immediately preceding it. Analyses that simultaneously adjusted for age, parity, race/ethnicity, sexes of twin pair (as a measure of zygosity), year of birth, and fortification period also did not reveal an association between fortification and twinning. Our results do not suggest a change in twinning prevalence associated with folic acid fortification of the US food supply among women delivering in California.
