Master plan development.

Abstract

This paper presents a thorough examination of the process for developing a facility master plan. Particularly important are the discussions of how to organize the process, how to energize the dynamics of leadership and user participation, and how to structure the data base for planning. While the master planning process and product should achieve an effective balance, implementation or potential outcomes should not be ends unto themselves. The author emphasizes that process management skills will be more important to the health care executive than specific facility or project-related knowledge.
