Community disaster planning and training.

Abstract

In a major disaster there is no easy way to deal with the multitude of problems that occur unless there are plans prepared and regular exercises to provide practical training. Disaster planning is an ongoing process. Personnel from all response agencies should be trained in their roles and be familiar with the plan. Realistic planning takes into account the need to adjust plans to the people, not vice versa. It should not require people or agencies to deviate sharply from their normal, everyday behavior. Disasters require a prompt response, coordinated activities, and cooperative efforts by all concerned agencies in order to identify and evaluate actual and potential risks, control and eliminate hazards, mobilize resources, and provide effective action to save life and property.
