Towards a forward strategy.
Abstract
In October 1995, the NSW Government released its Economic Statement 'Caring for Health' in which initiatives are outlined which the Government claims are designed to "improve health with special consideration for those with the greatest health need". A typical response to Government enquiries and statements is to react defensively. But if you are always defending, you are bound to lose ground, no matter how well you contest and debate the issues.
