Regulation of homeopathic drug products.

PURPOSE: The regulation of homeopathic drug products is discussed. SUMMARY: Homeopathy is a system of medicine based on the observation that high doses of pharmacologically active substances cause symptoms when administered to healthy individuals. These same substances, when prepared in very dilute form, may relieve similar symptoms in conditions resulting from different etiologies. Unlike dietary supplements, homeopathic drugs are subject to the Food, Drug, and Cosmetic Act and regulations issued by FDA. Instead of the new-drug-approval process, premarket approval for homeopathic drugs is by way of monograph approval by the Homeopathic Pharmacopoeia Convention of the United States (HPCUS). Monographs are published in the Homeopathic Pharmacopoeia of the United States (HPUS). The criteria for inclusion in the HPUS require that a homeopathic drug product be determined by HPCUS to be safe and effective and to be prepared according to the specifications of the HPUS general pharmacy section. The long history and established nature of homeopathic drug regulation may provide a model for the regulation of dietary supplements. CONCLUSION: Homeopathic drugs in the United States are subject to well-defined regulatory processes that more closely resemble those that apply to allopathic medications than to dietary supplements.

[Effect of electronic homeopathic copy of biohumus fertilizer on tomato sprout development].

Electronic homeopathic copies (EHC) are remedies prepared without traditional dilution/potentiation but by means of so-called "imprinting" of initial substance to water (or other carriers) with the help of M. Ray's devices. EHC are interpreted by modern homeopathic medicine as functional analogs of biologically active substances (BAS) in supersmall doses (SSD). The authors have undertaken 3 blind randomised experiments concerning BAS aqueous solution of fertilizer biohumus, its EHC and placebo influence on tomatoes' sprouts development. Filtered and intermixed water have been encapsulated in 1.5-liter polyethylene containers. The solution of fertilizer has been prepared in accordance with the instruction. EHC has been "transferred" from the concentrated fertilizer with the help of Simulator (Metabolics, GB) apparatus. "Deleting" of information have been made for placebo. Seed of tomatoes (kind "Yasniye") have been pre-soaked in preparations and landed in accordingly numbered plastic boxes (97 x 15 x 14 sm) by 40-44 plants in each one. The seedbed was from one well intermixed portion. The plants were top-dressed by preparations (200-300 ml) one time per week. The boxes were exposed in one room (rotation was made twice per week). The plants have been cut up on the 38th day from pre-soaking. The height of a green part and its mass have been measured for each plant. The differences between independent samples (preparations studied) have been estimated. The differences between EHC and placebo have appeared to be reliable, in the first experiment (p < 2 x 10(-4)--mass, p < 10(-9)--height), in the second one (p = 0.014--mass), in the third one (p < 3 x 10(-6)--mass, p = 0.028--height) The results obtained verify a reality of EHC phenomenon. Thus it is quite within reason to suggest an existence of uniform physical (instead of chemical) mechanism of BAS's EHC/SSD structuring and acting on biological objects.

[The legal status of homeopathic medicines. Quality requirements, registration and permit procedures].

Homeopathic medicaments which are ready for application have to be approved or registered before they can be made available. This procedure is regulated by the "Arzneimittelgesetz (AMG)", a law regulating licensing and registration of medicaments. The commission in charge of the registration and licensing of homeopathic medicaments is the "Aufbereitungskommission D" of the German "Bundesgesundheitsamt (BGA)", the Board of Public Health. Application forms are dealt with on the basis of controlled and non-controlled clinical studies, application observations, and case studies, as well as specialized literature. The commission is trying to do justice to the particular features of the special field of homeopathy.

[Scientific conflicts. Conflict over water].

Scientific progress results from conflicts about the existence of new phenomena. Two theorems are formulated: Whatever is predicted by a sufficiently famous theorist will be discovered independently of whether it exists or not. Thus the criterion for existence of a phenomenon is not its discovery but rather its reproducibility! Whatever is "discovered" by a sufficiently famous experimentalist will be explained independently of its existence. Thus the criterion for understanding a phenomenon is not an explanation but rather the unanimous acceptance of one single explanation. It is argued that the optimal intention of scientists is to be critical but not rigid and at the same time open but not credulous. Since the intentions "open" and "critical" are in opposition, the historical path of science often oscillates between the two extremes "credulous" and "rigid". This is demonstrated by historical examples and applied to the special case of water.

[Homeopathy].

Homeopathy has been disputed from the early beginning. The rational basis of homeopathy neither can be established by philosophy nor by natural sciences. On one hand homeopathy is supported by so-called 'empirical physicians', but on the other hand it is usually heavily criticized by physicians who are basing their criticism on natural sciences. 'Healing' is meant to prove the hypothesis of all paramedical people, it can however be easily explained on a rational basis. It is indisputable that paramedical manipulations not only may act by placebo effect but also can appear successful due to the remarkable power of our body for self-healing. If latter plays an important role, especially when there is no time limit for healing. We never tried to convince paramedical ideologists, who are already heavily engaged in paramedical treatment, but it is our aim to reassure with solid arguments colleagues, who have so far been overwhelmed by irrational journalism.

[Drugs for special therapies. Demonstration of the effectiveness of homeopathy drugs].

The drugs employed in special types of therapy-phytotherapy, homeopathy, anthroposophic medicines--are being used more and more frequently. In view of the fact that they are equated by law with chemical-synthetic drugs, they must meet the criteria of quality and harmlessness. With respect to effectiveness, the specific peculiarities of these special types of therapy have to be taken into account, and this is illustrated taking homeopathic agents as an example.
