The impact of the Health Professions Educational Assistance Act on state mental health systems.

One effect of the Health Professions Educational Assistance Act of 1976 is to severely limit the number of foreign medical graduates entering the United States. To examine the impact of the law in Michigan, the authors gathered data on the number of psychiatrists practicing in the state and projected future manpower needs. They conclude that it is unlikely that, given other provisions in the law, American medical graduates can numerically replace foreign medical graduates, and that alternative manpower resources will have to be developed. State mental health systems must form new relationships with universities and the private psychiatric sector, and new methods of training personnel and sharing resources must be developed. The authors emphasize the importance of giving state mental health systems sufficient time and resources to develop effective manpower plans.

Politicize or perish! the importance of policy for Australian psychiatric-mental health nurses.

As the largest professional group within the Australian mental health nursing workforce, psychiatric-mental health nurses are well positioned to influence mental health policy. However, the dominance of nursing by the medical profession has limited the extent to which this potential has been realized, with nurses remaining relatively unheard within the political arena. In recognition of this situation, the Centre for Psychiatric Nursing Research and Practice implemented a position for a policy analyst. Three primary aims were identified for this position: networking and relationship building, building profile, and providing a voice for psychiatric-mental health nursing. This article provides an overview of these three aims and the achievements to date. It is concluded that the policy analyst position has made a significant contribution to increasing the profile of psychiatric-mental health nursing and, therefore, to its capacity to influence policy.

Health human resources: can present trends be altered?

Predicting the need for health human resources and ensuring an adequate supply continues to confound those with a stake in health services. The many interrelated factors that influence the demand and supply of health professionals seem to exceed our ability to develop strategies that ensure a healthy balance between the size of the health services workforce and the needs of Canadians. We continue to focus on specific health disciplines rather than considering alternatives and implementing policy options that recognize the interdependence of health professionals.

The role of the federal government in eliminating health disparities.

Minorities live sicker and die sooner from too many acute and chronic illnesses. To eliminate racial and ethnic disparities in health, Congress and the Bush administration must address the serious challenge of increasing minorities' access to health care and improving the quality of care they receive. We clearly need to expand Medicaid and the State Children's Health Insurance Program (SCHIP), but we must also develop and train culturally competent providers, increase the diversity of the health care workforce, collect better race/ethnicity health data, and make a greater investment in public health.
