Comparison of the general moral reasoning of small animal veterinarians vs large animal veterinarians.

This project was developed to gather data on the general moral reasoning of practicing veterinarians and to compare the responses of small animal veterinarians vs large animal veterinarians and of male veterinarians vs female veterinarians. Using the Defining Issues Test for assessing moral reasoning, it was found that there is no significant difference between the levels of moral reasoning of small animal and large animal veterinarians. However, a slightly significant (P = 0.045) difference was found between the levels of moral reasoning of male and female veterinarians. Explanations of these findings are given. This report provides baseline data on the moral reasoning of veterinarians, which can serve as a foundation and stimulus for comparison in other studies.

[The role of the Order of Veterinarians in the quality control of private veterinarians in France].

Instituted by the law of 23 August 1947, the missions of the Order of Veterinarians include monitoring compliance by all of its members (private veterinarians) with their professional obligations and with the rules laid down bythe Code of Practice of the profession. This code provides a national guide to good practice with which private veterinarians must comply, both in their personal behaviour and in their relations with their colleagues, the administration and their partners. Any violation of the provisions of the Code may result in disciplinary procedures being invoked by the administrative and judiciary authorities, or by any other interested person. This procedure leads to sanctions ranging from a warning to ten years suspension. In order to carry out its monitoring task, the Order needs to know the precise number and quality of its members and must then assess the quality of the service provided by these professionals in terms of respect for the Code of Practice. The Order must audit the competence of veterinarians, throughout their lives, by means of a continuing quality assurance mechanism for ongoing assessment of their knowledge; this mechanism has yet to be created. Finally, the Order must constantly listen to users of the profession, who must be provided with the best service at the lowest cost.

[Work prohibition or prevention of competition? Various marginal legal notes concerning the legality of a competition stipulation contracted with a (generally female) veterinarian married to a veterinarian].

With reference to legal principles such as freedom of contract and freedom of labour, it is examined whether a non-restraint of trade agreed upon with a (female) veterinary surgeon married to a veterinarian is legally operative in view of the fact that this contract in restraint of trade is not based on any legal relationship. This leads to the conclusion that arguments may be advanced, which cast doubt on the legality of these contracts. This does not imply that now the cause is open to the free setting up of a practice by the veterinarian married to a veterinary surgeon. It is briefly stated for which reasons possible competition may be unlawful in this case, so that the veterinarian will be liable in damages when damage has been sustained. In conclusion, attention is drawn to a number of other legal problems, bearing all these stipulations.

[Collaboration between official veterinarians, private veterinarians and livestock producer organisations].

In order to guarantee that only healthy animals and safe animal products are placed on the market, official veterinarians, private veterinarians and livestock producer organisations must work together within a single structure that reports to a single centralised authority. Each party must participate in developing and implementing programmes, in financing these programmes and in taking responsibility for the results (joint decision-making, joint financing, joint accountability). The author describes how this mode of collaboration and integration between the three parties operates, and explains their duties and obligations.

[From veterinarian to quality control manager. What is going to change in the Netherlands for the practicing large animal veterinarian under influence of the White Paper about food safety?].

The work of farm animal practitioners will change in the coming years as a result of the White Paper on food safety. Both government and the Royal Veterinary Association of the Netherlands are working on an accreditation system for veterinarians. The veterinary practitioner is a link in the chain to achieve safe products. Where in the past emphasis was on the individual animal, it will now be on the herd or flock. The veterinarian will officially determine the health status of the farm, which in turn will play a role in the inspection procedures at the slaughterhouse. This form of farm management will become compulsory for all stockholders within the framework of the Veterinary Network for Supervision. In turn, these developments will affect the veterinary medicine curriculum. New subjects such as quality management will become increasingly important.
