The use of a prioritization matrix to preserve quality resources.

The prioritization of QI activities and clinical studies is necessary in identifying and developing programs that improve care and service. In practice, significant factors that contribute to higher matrix scores are as follows: The activity affects both high-volume and high-risk populations The activity uses secondary rather than primary data sources The activity incorporates outcome as well as process measures. Through the use of formal, systematic procedures and an objective tool such as the prioritization matrix, quality professionals can develop and successfully implement QI activities and clinical studies. The process described here is useful when resources are limited or fixed or when the activity supports integrated methods used by both MCO clients and other MBHOs, because it can reduce the overall costs of designing a study, implementation, analysis, reporting, and monitoring.

Collaboration for preventing substance abuse in the workplace: modeling research partnerships in prevention.

The managed care community and employers have expressed interest in substance abuse prevention, but there has been little consensus about which prevention and health promotion activities are most appropriately provided in the workplace. In the past 5 years, academicians have become increasingly interested in working with healthcare organizations to develop and implement short- and long-term research partnerships. The most helpful prevention research will serve mutual interests and produce mutual benefit. This article presents a preliminary guide to help facilitate greater collaboration among managed behavioral healthcare organizations, employee assistance programs, and health services researchers interested in preventing substance abuse in the workplace. This guide identifies broad objectives, topic areas, critical applications, and assumptions that can guide collaborative efforts in prevention research.

Critical appraisal tools facilitate the work of the quality professional.

Quality management activities involve the application of scientific principles to performance improvement activities. With the plethora of available information, a systematic approach to evaluating the quality and usefulness of sources is necessary. One approach is critical appraisal, which is used to search for the best evidence or integrate evidence with clinical expertise. Two critical appraisal tools (CATs) are presented here, the first for any original clinical or health services research study and the second for research synthesis. The CAT scoring system and summaries of reviewed references facilitate understanding of the "state of the science" in the areas of interest.
